Hmm, I already see opt-in at the level of librarians, and bookstores
that keep some material available for paying customers, and out
of the reach of children. Your Mission: design such a system
that will work on the internet.

Oh, and while you're at it, ask Mr Cameron if he intends re-litigating
the case of Mr Samuel Dodgson the photographer.

ISPs blocking search???

That implies deep packet inspection.

What happens when, due to a misconfigured filter, the DPI corrupts a SCADA
system and a power station shuts down, or a dam opens the floodgates?
