Your assumption that CTRL-ALT-DELETE is something special is not correct, it is
just a key-press like any other. The operation system - specifically the
keyboard input routines - interprets it and decides what to do.
If the machine is really hanged you have to press reboot or power-off on the
computer to restart.

That would cause a break signal...

And the break signal to a LSI-11 console terminal caused an immediate system
halt. From there, you could use the "console odt" to do things -
examine memory, registers, or even reboot.
