In my part of the world if an undeliverable item does not have a
Sender's Address on the outside, the postal authorities are empowered
by law to open the item to attempt to discern from the contents
who either the sender or recipient might be and if these people can
be located by other means...

Forget about deliver of a letter without sender data here at Brazil. It'll have
the same destination of one with the sender data, it'll get lost and never seen
