We might live in same part of the World. There is an office for undelivered
letters that is authorized to do just that for the purpose of delivering the
letter.

In the US it my understanding, many years ago, (like half a century) that
undeliverable mail lacking a return address goes to the "Dead Letter
Office" to be opened to seek an address for return. Failing a return it
was to be destroyed.

Have no idea of current policy because of threats, strange, or possibly
hazardous material may be suspected.
