The other problem from the publisher's (short-sighted) point of view is that
most of these copies will end up in libraries.

The fact that the readers wouldn't have had any access at all to the book
without it doesn't seem to figure in their thoughts.

Some publishers give volunteer organiations the digital text used for printing
the hardcover, gratis. No royalty payment needed.

Other publisher hate the idea of poviding anything to those volunteer
organizations.

No prizes for guessing which group is in the majority.
