is a bit of instability (as in the glass may be bowed upward slightly, or the
plinth bowed down slightly).

Vibration then takes over as any unbalanced friction will cause a movement, or
in this case, rotation.

There used to be a table top football game that used this for play. The people
would arrange their teams, then the vibrator would be turned on - the teams then
moved across the field for a given amount of time.

It's a feature, not a bug

The Egyptians were rather clever with toys and simple mechanical geegaws.
This was designed to rotate, like cricketjeff's toys. Also the amount of
vibration modern traffic transmits through ancient buildings I can easily
feel through my feet. Even some modern buildings with internal parking
can be disturbing to one who lives in an earthquake prone area.
