The power company will usually have some quality of service standard and they
can attach a line voltage monitor to your property to log what is happening.

I may be on the wrong track here, but do you mean the vendor and device IDs? In that case, depending on the extent to which the USB interface to UPSes is “standardised,” it may be a simple matter of finding the appropriate file that lists the supported vendor and device ID combinations.

I recently bought a USB Smart Card reader, which, according to the packaging, was compatible with Linux, but my Ubuntu 10.04 system wouldn't recognise it. Under Ubuntu 12.04 and Linux Mint 13, on the other hand, the device worked great.

Turned out that the device should be managed by a libccid library, which uses a configuration file in which the recognised vendor and device IDs are listed. I simply copied said file over from Ubuntu 12.04 to 10.04, and ever since, the device is working great under the older system as well.

Perhaps the USB interface to UPS devices works similarly?
