Firstly, the fuel may not be so densely packed, and as such can cool down more
easily, but I suspect another crucial safety feature is ...

If you do get a core melt-down, you won't get melted moderator mixed in! So
there are no forseeable circumstances where you can get an uncontrolled
self-sustaining reaction.

This is all speculation on my part, however. I'm sure tiger99 can fill you in on
the gory details. But that's always the way I've thought of heavy-water
moderation - should something go disastrously wrong, the moderator disappears
and further reaction is impossible. Just one important safety step among many.
