I don't have a problem with reducing something by a third, as it similar to
reducing that something by 33.3.%. You start with a known quantity and then
remove a portion of it. However I agree with you on three times smaller.
Smaller than what??? You have no reference to what the original comparison is.
Another one that really bugs me is on the TV weather when they say something
like 20° is twice 10°. That's absolute nonsense, unless your referring to the
Kelvin scale, in which case you'd use kelvins and not degrees. To be accurate,
they'd have to compare 293K with 283K and they'd then realize it's not double
the temperature. Twice 283K would be a bit on the warm side. ;-)
