To point out the obvious, both Microsoft and Nokia are free
to use Android, it is their pigheadedness that makes them
uncooperative.

Sorry PJ, it is still not original and definitive, only really hearsay, but interesting nonetheless.

I do like this bit:

Google argues that Android is an open platform that promotes competition. The company says that device manufacturers, mobile telephony providers and consumers themselves can decide how to use Android and which applications to install. In the first quarter of 2013, Android had a global market share of 75 per cent, with Apple's iOS claiming 17 per cent and Windows Phone 3 per cent.
So the 17% and the 3% are the people who continue to harass Google and the majority of phone manufacturers in every way possible, including patent extortion (which will become impossible when software patents are banned, hopefully soon). The once mighty Nokia is somewhere in the 3%, which is quite possibly decreasing.

This is basically the death throes of a mortally wounded animal, thrashing about. M$ are on the way to a self-created oblivion, and they want to take down everyone else, out of spite.

I need to know precisely what the accusation is in order to understand their position,

Especially as Microsoft also gives away software at no charge or at reduced price when it suits them. They would have to distinguish between the way that Google is doing it and the way that Microsoft is doing it.
