donating a patent to standards body -> standards body notified of IPR rights

Patents are not donated to standards body, instead, companies file disclosures
stating that implementing the standard may infringe on pending or issued
patents. Companies involved in creating a standard which do not file relevant
IPR disclosures may get in trouble with the standards body.

Only in the unusual case where standards are required to be royalty-free (like
W3C standards) is it anywhere close to donation, and even then, it's just a
requirement that a royalty-free license must be available for use in
implementing the standard. Use of that technology outside of the standard may
still require a separate license
