Sony says the PS4 will be region-free for games.

So you'll be able to buy single-player retail games from Japan or wherever, and play them on your PS4.

Games with an online component may not work online though, I don't know.

However, there are better reasons to support PS4 this generation.

How reliable is it to use someones IP address to find out which country they are
in ?

I'm especially interested in cases of people sitting near the land border
between two EU countries.
