The FISC maintains this operational secrecy because, unlike any other court, its “entire docket relates to the collection of foreign intelligence by the federal government.
But they're deliberately collecting phone information between US citizens. The defense that the "entire docket" is about foreign intelligence doesn't hold water. The only way phone calls between US citizens who do not call abroad are a matter for "foreign intelligence" is if you assume some sort of six-degrees-of-separation argument where the person may call someone who calls someone who calls abroad.

But then, where are the boundaries? Doesn't that put pretty much everything in this court's purview?

    FISC = Foreign Intelligence Surveillance Court

The shameful secret that has to be kept is for all the $zillions spent trawling everybody's stuff they pretend that it's beneath their station to catch the guys they can see in plain daylight flogging used iTunes accounts for $5, who do more damage to the US economy every day than all the terrorists caught so far.
