Simulation is used a lot in e.g. electrical and mechanical engineering to
validate new designs. For the most part, we know enough of the systems that are
simulated to achieve 100% prediction accuracy. Simulation is in fact a lot
better than a physical prototype, because you can collect a lot of data about
critical points in the system and see how close they are to failing. With a
physical prototype, it is a lot of work to test for anything more than
"pass" or "fail".
At least for some disciplines, requiring a physical prototype for a patent to
issue would be a barrier to entry for small inventors. Requiring a level of
specificity comparable to building a physical prototype, however, sounds like a
good idea. Enough information for a POSITA to build the thing, or no patent.
