Why would I need to license your wheel to build a car? I don't have to license the patented bolts that hold things together, I just buy them from a supplier (who has the license, assuming one's needed). I'll just buy wheels the same way and use them. The company that makes the wheels may need a license, but that's between them and you.

And even if I were making wheels, if your wheels are a solid rubber band around a solid steel disc and mine are a flexible inflated reinforced-rubber balloon on a thin rim mounted on spokes to the axle, I don't see where I'd need to license your patent because I'm not practicing any part of what you invented. The only way you could claim I needed a license is by claiming a patent on things you didn't invent and didn't describe in your patent application.
