But, see, it's exactly *not* a rule-of-law thing when it's being done by
executive order. If Congress passed a law to fix things, that could be undone
by the next Congress, but there's a lot of inertia in Congress, and so that
seems unlikely. (Many of those who had voted for the original bill would still
be in office, for one thing.) But a presidential order can be undone by the
next President, at his sole discretion.
The OP's point was not a political one. The point was that this mechanism (an
executive order) is a very fragile one, vulnerable to being reversed by any
future President.

It would be nice if there were bipartisan support, but I'm
afraid the Republicans in Congress will quash this effort for
no other reason than that it originated with Obama.
