This will test the metal of the Obama administration and it's patent reform
policy as the Whitehouse has 60 days to review this ITC decision which it could
accept or veto.

It seems to be the best explanation, remember all those FTC filings about
uncooperative licensees cheating? ITC knew it would get overturned on appeal if
it did not issue a ban.
