Actually, they were trying to run it at reduced power, where
that design is less stable. Think of a Gold Wing motorcycle
at 2 MPH. The computers were programmed to start up the
reactor, run it a full power, and shut it down. They tried
dialing it down to 10%, the automatic systems tried to either
shut it down or "correct" for the anomalous condition, the
bureaucrats in charge made the operators turn off all alarms
and safety devices to prevent them from interfering, the
reaction almost died out on them, and they retracted ALL the
control rods to prevent that. Conditions were set for some
ferocious positive feedback, which happened. Power levels
shot up to over 10X normal in seconds - how much over is not
known because the instruments don't go any higher.

AARRRGGHH!! They were stuck-on-stupid all night long. The
operators knew better, but the idiots in charge had the
authority to make them do it anyway.
