The Chinese page from the "State Administration of Work Safety"
did not say anything about the height of the wires, or voltage.
Typical Chinese street distribution HV lines are 30kv, but this
was an industrial construction site so it may have been more.
Wet ground and rubber tyres on the scaffold made it worse.
Those were general labourers, who would not be expected to
know much anout electricity, and may well have not been able
to read safety instructions. I'm not making excuses, just
noting what I have observed from inside China.
I have to disagree with linked page saying

Electricity is something that makes the lights and TV work.
You just screw the wires together and hang them out of reach
of children and animals, not for their safety, but so you don't
have to repair the work. In a couple of two star hotels I chose
not to plug in my camera or phone chargers.
This and the e-waste comment below, are
certainly something to think about.
