You are still allowed to sow your wild oats. They only say that commercial seeds
that is not traditional or already in use must be registered by the
seed-producing company.
FDA has more or less the same kind of rules but their control are much more
slap-dash.
It is a good way to enforce responsibility on companies.
Also they have to reap what they sow.

All it means is you will have to register in order to sell seeds.
Nothing I see to stop you harvesting your own seeds, giving
them away to family or friends, and I'm guessing they'll still
be available for sale in brown paper bags at market stalls, or
under the counter at known merchants. Until, that is, the EU
train up a big enough army of inspectors with their handheld
DNA testers.

Many European countries already have tight controls on what seeds can be sold
commercially especially to farmers. With the international and sometimes
criminal adulteration of foodstuffs which have surfaced (horse meat, pine nut
