This is incorrect.

If the SDK includes a library, then the library code implements the
functionality accessed by the corresponding API.

Do yo mean to say that the word SDK should be replaced by runtime environment?
The SDK comprising more than just the implementation of the API?
Still does not make Oracle and amici right.
