If we need to be precise, SDK is not the proper word.

For me SDK is not a technical term. It is a marketing term for whatever material
a vendor bundles together to hep developer write software. A SDK may include
libraries, but also other stuff such as documentation, scripts, various tools
and examples of code. It is really up to a vendor to decide what he puts in a
SDK, so there is no technical definition.

The proper word you need is the phrase "full implementation". In a
full implementation you need both the working code and the interface required to
use the code. But the interface exists as an individual component which is
separable from the full implementation. The acronym API stands for Application
Programming Interface. It refers only to the interface component.

Oracle is not claiming Google infringed on their full implementation of Java
libraries. They are claiming copyright on the interface components, the header
files, and argue Google infringes on that. This is where Mr Spafford errs,
factually and legally. He erroneously puts in the API something that is not part
of the infringement Oracle is actually claiming.

Correction: "header files" only C, C++, not Java

As more detailed comments below say, "header files" are only for C and
C++ not for any other computer language. Java has no "header files".
So, whatever an API is, it does not have anything to do with "header
files".
