Correct.

Sun said "you can add all the stuff you like so long as you don't put it in
the java classes and pretend it's standard.

So MS did exactly that. Intending to trick users of MS Java into using
functionality that then made their programs unportable.

Anyone remember IBM's Open32 which implemented the most commonly used Win32 API
calls in order to make it easier to port Win32 applications to OS/2? Same idea
with Dalvik, reimplement on their own the most commonly used Java APIs without
using any of Sun/Oracle's code or calling it Java.
