The only thing I could see - maybe - working as a "closed environment" would
be:
The foundation from a few feet above the ground to at least 15 feet
below the surface, covering the entire bottom (like a pool) is made of
concrete.
The concrete is totally accessible in all areas in order to
patch any cracks that may appear.
The seed is created in a lab in the
enclosed environment.
The environment is totally sealed from nature
(like a greenhouse).
Exit air vents are designed to travel through an
incinerator.
Entrance into and out of the enclosed area is via an
airlock where cleansing takes place.
The dirt is never removed - even
after you believe you've completely destroyed the plants.
Anything that
consumes the plant must live and be destroyed in the facility.
Even with
that, I wouldn't put it past nature to find a way.
And I seriously doubt
any of Monsanto's testing was anywhere close to being that controlled.

Like all other grasses. And the pollen can blow for MILES.
So why they didn't expect it to spread I do not know ...
