I would suggest that the Oxford Dictionary definitions have high accuracy but low precision. (:
This is like all dictionary definitions.
At any rate, I think you want to look at the technical definition, since that's the framework in which these terms were raised:
No they were raised as a nitpick on news reporting about the law. I am objecting to a nitpick, not a technical point.

What you call 'technical' is actually an engineering thing which is relevant only when real numbers are used. It is meaningless to discrete math such as integers and boolean values. Try to adapt these concepts to a regular expression recognizing algorithm and you will wee what I mean.

No precise doesn't mean detailed when real numbers are not involved. Precise is synonymous with exact.
