Software contributes considerably more value to national economies if it is properly licensed
That seems right to me.

Note that "properly licensed" means GPL.

So in the report they attempt to quantify the GDP return on investment
for each dollar expended on "properly" licensing soiftware.
The methodologies are all set out nicely, but once you start
assigning values of quantifier parameters to determine elasticities
in output, you're into quicksand.

countries yields an astounding $437 in additional national production..."

The Intellectual Property Theft cartel is whining about the hundreds of billions
stolen. Now we see where they get their math... take those .99 cent downloads,
multiply by $437, = economic collapse! Well, actually, its worse... those evil
pirates are preventing the third world countries from ever getting on their
feet!

Hollywood is trying to save the world, but the darkness of bit-torrent is
spreading...
