The problem is that SMTP should not be a user protocol. Mail should be sent
through a server using another protocol, and the number of machines actually
trusted with sending mail over the Internet should be limited. Now, anyone can
set up their SMTP spambot and send anything to anyone without authentication.
In the short term, it's a terrible idea to block SMTP connections from low
bandwidth lines. However, it might be a very good idea in the long run to create
centralized nodes that could actually have a clue about what they are doing.

Spamhaus includes dynamic IP addresses in it's Policy Block List so I'm
surprised you don't have problems sending email.
I've had problems
because of this in the past and have now switched to an ISP that provides a
static address.
