To be honest, i'm not entirely sure why (especially in cases
where "money can make everything whole" like Apple v Samsung)
delays to wait for USPTO to finish aren't de-riguer. Sure
judges will need to guard against the accused gaming the
system by submitting repeated review requests but I would
think a single request for a delay for USPTO to do its thing
should generally be rubber stamped.

I would also penalize Apple for intentionally hiding the fact that they narrowed
down the claim in the patent, and misleading the court to only say that they
claim was withheld.
