In the United States, for cash payments of more than a specific dollar
amount, the IRS requires the merchant to obtain name, dob, SS#, and
physical address of the customer. The threshold for payment by either
postal order or money order is slightly lower.

In Europe, cash payment for more than a specific Euro amount is a
criminal offence.

I've forgotten the threshold amount in Europe and the US, but it is
under 10,000 units of the local currency.

They do not require my personal information for any reason when I am paying cash for the product I want.

There have been many times I have purchased products at various retail stores during which the clerk asks "Can I have your phone number?" and I promptly reply "No". I have yet to have anyone refuse to sell me their product.

I had a supervisor once, though, who when attempting to lease a car while on company business was asked for his phone number by the girl behind the counter; when he refused, the girl refused to lease him the car (even though the lease reservation was in the company name and he was attempting to tender a company AmEx card at the time). Long story short, the girl escalated it to her supervisor, who when he came over and heard the issue told her "just put in your own phone number".

I never give anyone my phone number unless it's for my own purposes.
