Yes - Even in Canada there have been police known to be "not good cops". Additionally there's the largest factor to consider:

The sensational main media

A: misunderstood what was being presented

B: deliberately manufactured a story

The greatest potential is the main media which got a little creative in their reporting.

Primarily I used the situation to outline how much more well-behaved an individual of Society should be as they move up certain Societal ladders. What kind of questions should be asked in the event they are not being well-behaved.
