It doesn't advertise itself as a "Free FireFox Download".
A trojan dropper is embedded in a highly accurately targeted document.
The target then doesn't see the payload drop in the background.
It's only when people start snooping round in the registry or
task manager, that they see Firefox.foo, which is mostly harmless.
This one is inserted by spear phishing, not by drive-by SEO poisoning,
or compromised watering hole exploits.

Mozilla are right. What is being done is illegal. If you or I did it we
could expect a hundred years' supply of orange jump-suits. But
this is The Government. Never mind whose government. I guess
Mozilla don't expect any reply.
