What's to stop them from rubber stamping these patents
again? It would make them much harder to invalidate.

The USPTO has a long history of choosing to turn around
patents quickly without proper scrutiny when there is a huge
backlog. It sounds like this bill will cause another backlog
problem and it scares me.
