That's the EU's approach.

The maximum weight limit for lorries, by European dictat, is 44 tonnes. Okay, it
makes sense to have a unified European limit, but it was 38 tonnes in the UK
pretty much for ever ...

So all of a sudden, we find that none of our bridges are strong enough to take
the traffic ... Okay, that was a few years back, but it caused havoc for a while
where roads said "no lorries", or were closed to be strengthened, or
whatever.

We've still got loads of little bridges, that can't be strengthened (I guess
much of Europe is the same), that's been made much worse with satnavs where a
lorry uses a car-grade satnav that tries to send it down a narrow road, or over
a "no heavy vehicles" bridge ...
