You forgot the cost of "Downgrade Rights".
* A licence for Win8;
* A licence for Win7;
* A licence for WinVista;
* A license for WinXP;
* A licence for Win2K, which is the most recent OS that the company's mission
critical software will run on;

On second thoughts, they might need downgrade rights to WinNT 4.0, WinNT 3.5, or
even Win95.

I'm aware of one firm that ditched their DOS 3.3 boxes that their mission
critical software ran on, earlier this year. They finally found a vendor to
rewrite it for a more modern platform, at a reasonable cost. The platform:
Android 4.0.
