If they can get all the good guys to turn their phones off it makes
tracing the bad guy slightly easier, but post facto, and assuming
he doesn't use an anonymised sim.

Radio transmitters can accidently set off explosives

Actually, depending on the blasting caps or other detonator they use it is
entirely possible for stray radio transmissions (including cell phones) to set
off an explosive charge even though it was not designed to be triggered that
way. Haven't you ever seen a "Blasting Zone: Turn off all radios and cell
phones?" sign before? Even using the police radios is a calculated risk.
