It would be a welcome change if they were not
misinforming you, and there is no way to tell
if this advertisement is true or false.

Historically Microsoft is not the best choice
if you want secure, reliable software, so making
this their top priority would be very good news.
Like it or not, many people are forced by unfortunate
circumstances to use their products so some
security and reliability would be a fantastic advance.
