You've got one thing wrong here:
Criminals are not afraid of being shot by law enforcement officers. On the
other hand, they ARE afraid of an armed citizenry.
In states/localities where "gun control" laws have disarmed the
citizenry, the perpetrator only has a fear of being caught by the law
enforcement officers, who are specifically trained not to use lethal force,
whenever possible.
If the citizens are armed, the perp could very well end up dead: the citizen was
in fear for HIS life!
None of this will solve the problem where someone who should never have access
to firearms gets one (or more), and goes crazy. Gun control laws will not solve
the problem, either: if someone wants to get one, he can find a way. Also,
other weapons can be used, with very similar results. Think about the fact that
