... to enforce the statute(s ?) on unauthorized possession of Federal property.
Just take them to your neighborhood post office (regular or contract) and drop
them off. Three or four bags is well below the threshold for an enforcement
action. Now, if you've accumulated a couple hundred or more (200+) bags then
they might take notice.

I've had one or two of their bins and trays wind up at the office on occasion.
It was easy enough to return them to a P.O. and a couple of times I was thanked
for bringing them in.

P.S. The illegal possession of Federal property at the misdemeanor level can be used as an added charge. The effect is to amplify a low-level felony (e.g. grand theft auto) into a major case. So if a local ADA wants your hide then he / she could use something like your mail bags to turn a sticky situation into a tar pit.

Remember Grisham's "The Firm" ? All of those hundreds of mail fraud charges for over-billing ? I believe there have been cases where someone was charged for each item in their possession rather than for the aggregate. So instead of one charge of illegal possession of a hundred bags one might get charged with a hundred counts of illegal possession of one (1 !) bag. Something like this happened in the Aaron Swartz case.
