Those who do not learn from history are doomed to repeat it.
Understanding how the error was made is essential if we are
to avoid such mistakes in future.
1. an "average" was calculated over only a subset of the
supposed input;
2. the document was not peer reviewed to pick up this mistake;
3. some data believed to be relevant was ommitted so could not
have been included in the calculation;
4. a well known brand of spreadsheet may be a red herring,
except that its popularity induces laxity leading to 1 above;
5. policy decisions were made on a single data point - this paper.

If we are doomed to repeat error Nr.5, then we are doomed
to suffer similar harm in future.

This isn't a messenger basing exercise.

Except the title of the Ars article and this thread is "Microsoft Excel: The ruiner of global economies?

I suspect it was intended to be tongue in cheek, but it comes across as unwarranted (in this case) Microsoft bashing.
