Now in most countries with sound democratic parliamentary government
the House committee dealing with the Bill has rules which are strictly
observed, prohibiting the addition of "wholly unrelated" riders.
Further any Bill that compells a government agency to ignore federal
court decisions, plural, would probably be declared unconstitutional,
or require a two-thirds majority vote, ar at the very least provoke a
vote of no confidence in the House.
That these things are taken as normal business procedures supports
IMO Lessig's contention that the government of the United States
is corrupt. We (Lessig and I) are not talking about any particular
party or President, the whole business of government is rotten.
Oh, there may be a few individuals who claim to be pure, but they
are an insignificant minority. What is astonishing is the apparent
lack of will for the people at large to do anything about it.
