Google wants to apply quality control over the system builds used
by its "partners". Those hardware makers and network operators
who sign up to the OEM SDK and get the frameworks to allow
operation of the Google Apps must submit all system builds
to Google for testing and approval. The time delay involved in this
is a frequent source of frustration on user forums. Without
Google approval a system cannot be released as genuine Android.
Note that the inclusion of certain Google apps and their manner
of setup and operation is mandatory for approval.
Whether this is legal is a matter for the EU Commission.
You can build a system from the link you posted, but you will
have to go to unofficial sites [I know several, I'm not posting here]
to get the Google apps packaged in a manner that may allow
them to run on your device.
