In these times trying to ammend the Constitution is a very
risky proposition. It is one thing to have Congress pass
laws that can be challenged by the Supreme Court. It is
totally another to have Congress come up with an ammendment
that won't serve the wealthy campaign contributers that the
rest of the citizens would be stuct with and the Supreme
court would have to follow. Look as what has happened with
all these laws passed by Congress such as the Patriot Act,
DCMA, CFCA, etc. How would you like that stuff in the
Constitution? Beam me up Scotty!

And besides, $20 just make the bar for jury trial really low
these days; 6 gallons of gasoline, 13 cans of tuna, a half
gallon of vodka ...

Regarding inflation... according to wikipedia, Yes.

"No power was defined to index or adjusted for inflation (a
concept that was not considered due to the value of a dollar
having been stable since the 17th Century)"

Bear in mind that the US dollar was a regulated economy (i.e.
gold standard) until the 1970s.

For all the wisdom accorded the Founding Fathers and Constitution writers I've never figured out why they put a dollar value there. Was inflation unheard of at that time?

At that time, we would go through relatively short periods of inflation and deflation. Over time, the two pretty much canceled each other out.

What changed was the creation of the Federal Reserve. They are the source of inflation by creating money in their attempts to control the economy.

We are seeing the consequences of all this today.
