I personally view it as personal responsibility even if there's no specific Law against it.

Imagine you're in a crowded theater and you yell Fire causing a panic.

You sit back and watch in amusement as people push and shove each other to get to the exits.

When the dust (metaphorically speaking) clears, you notice a child in the aisle that has been trampled to death.

As the saying goes:

    With great power comes great responsibility!
Just because you have the right to free speech (unlimited or otherwise) doesn't mean you should necessarily exercise it.

To be clear: What I say above does not mean I think it's ok to censor! But it does mean:

    Just because you have the right to say anything you want does not immunize you from punishment if what you said causes certain types of harm.
