Institutional inertia compounds the problem

Ay, there's the rub. Arguably the dead tree one costs more.
And in current experience the digital version is more ephemeral.
Web based publications fail from lack of maintenance of redirects
when servers move, sometimes just fall off for whatever reason.
Never mind the volatility of formats in e-books.

Whichever method is favored, or both, the cost is greater than zero.
Much heat and light is being expended by one side on keeping
the present system, and the other side on tearing it down.
If this could somehow be diverted to making something
for the future ...
