In
Argentina, there is a similar problem [to Venezuela]: the program Connect Equality promotes the
use of Windows and its own system based on
Debian GNU/Linux: Huayra (using some non-free
software as
well, when Ututo,

Wikipedia English] another
Argentine project, is 100% free), and the government has a program "Public
Software" which
seems to be free but requires national identification to
participate - a common problem in Argentina: any interaction with
any part of
the bureaucracy needs biometrics!
So there is no black and white, but a
constant struggle between more or less compatible visions of the world. And from
what I see, although I am very critical, it seems important to recognize the
differences between individuals and projects,
and between emancipating projects
