Yep, but you would need to set up a business etc. and pay import charges and
what not (plus what you already touched on sort out the all the legal
requirements too).

But this guy was just getting books sent to him which he resold - it wasn't a
business - but surely it should have been?

Something fishy here

What's fishy is the certification process. Unless your grid is low voltage DC
(and the cells hook directly to it), what difference would it make what kind of
cells hook into it? Solar cells ALWAYS have interface equipment between the
grid and the cells. Are you talking about the interface?
