What do you accomplish if, because you gave them more than
they asked for it is completely ignored? This is a very
common problem with people in government. They ask for a
sheet of paper with 3 words on it, you give them 4. They
count the words without reading, crumple the paper and put it
in the trash.

It could be the people's voice, or it could be another bid process

And if it is another bid process, then you HAVE to meet their silly requirements
before you get a chance to even be considered.

Get your foot in the door first, then you can give the sales pitch. Give them
enough to know that this is a real issue, but don't go all the way to giving the
entire proof from first principles.

Meanwhile, this should really have been done on the level of the voice of the
people, except that we KNOW that they have been ignoring us.
