Nothing in the article about someone who was not speeding getting a ticket.

So.... the drivers choice to speed or not apparently had no bearing on the Judge deciding it was a card of 3 game Monty.

How is it a scam when it's the drivers that decide whether or not they will speed?

Now if the village was run by Rosco P. Coltrane and he's been pulling stunts like posting a higher speed limit, then quickly changing the limit to issue a speeding ticket - yea, I could see how that would be considered a scam.

But if the speed limits have been posted for some time, haven't changed, and people are choosing to ignore the posted limit - if there's a scam, it's the drivers scamming themselves.

Caveat: given the article is by the Associated Press - it's no surprise there is no link to the actual Judge ruling so we can follow up and find out more details about what actually occurred.

Seemed relevant:

There was an article a while back (that's not the same article but similar content) talking about how red light camera companies were making deals with local governments that require them to reduce the yellow light time (thus increasing statistics of people running red lights).

longer yellow lights are better

Have speed indicator signs prior to speed cameras. That would serve as a
warning. If drivers ignore the warning, they really don't have anything to
complain about.
