Nothing in the article about someone who was not speeding getting a
ticket.
So.... the drivers choice to speed or not apparently had no
bearing on the Judge deciding it was a card of 3 game Monty.
How is it a
scam when it's the drivers that decide whether or not they will
speed?
Now if the village was run by Rosco P. Coltrane and he's been
pulling stunts like posting a higher speed limit, then quickly changing the
limit to issue a speeding ticket - yea, I could see how that would be considered
a scam.
But if the speed limits have been posted for some time, haven't
changed, and people are choosing to ignore the posted limit - if there's a scam,
it's the drivers scamming themselves.
Caveat: given the article is by the
Associated Press - it's no surprise there is no link to the actual Judge ruling
so we can follow up and find out more details about what actually
occurred.
