...mostly because the commission seems to have found that it
was straight-up incompetence. The maximum fine would
probably have required deliberate flouting.
...now, as a shareholder, I'd be a bit worried about this
confirmation of how well Microsoft actually functions. I
really don't think they can hold anything without monopoly
power.
...as a human being...I'm looking forwards to a future in
which Microsoft's role in technology development is eclipsed
in favor of less-incompetent entities. Honestly, I've been
more annoyed with their incompetence than their evil through
the years.

Not coffee money, not a bank-breaker. It's between 'check's in the mail' and
'bring on the sanctions'. Figure it per capita EU users, or MS EU earnings.
Personally, I _seriously_ doubt the 'technical incompetence' argument here.
Incompetent they are, but ruthless as well.
Ironic, isn't it, that competence obviates ruthlessness.
