Yes Google has discriminated against Chinese companies.
The basic Android code can be downloaded from Google's servers,
but like much downloadable code there are Terms and Conditions.
If the downloader doesn't comply they don't get the Google Apps
framework, and will not get early version updates like good Googlers.
Aliyun was shutdown because their inhouse AppStore sold pirated
apps from Google's store.
Baidu Yi OS and XiaoMi are forks of Android that are doing their
own thing, and thus outside the Android dev community, and have
to wait for the public release of updated code. That's what the article
meant by "not sharing code with them in a timely manner".
Unfortunately the whitepaper is beyond my meagre Chinese
reading standard, and the juicy bits get lost in Google translate.
